As of now the legislation will contain the following:

  1. All medical records of U.S. Military Brats shall be forwarded to the newly assigned base. These records shall be transferred electronically or mailed. Only a copy of the records may be given to the soldier to hand carry.
  2. The Department of Defense shall keep track of the children of Armed forces personnel and make sure they are registered and attend school on base. If a different school is chosen by the parents it shall be the responsibility of the Department of Defense to make sure the chosen school will provide the Military Brat with a proper education. These shall apply particularly when overseas schools are involved.
  3. The Military Brat shall be under the jurisdiction of the United States government, regardless of where the United States military base is located. 
  4. At age 18 the child shall be entitled to all of his/her records, including but not limited, to medical records.
  5. In peace time there shall be a limit of three years that a soldier can continuously be stationed overseas.
  6. The U.S. Military Brat shall have limited life long military identification card (ID) privileges, similar to US soldiers who retire overseas
  7. The U.S. Military Brat shall have life long medical/mental coverage for injuries/damages sustained on United States military bases, or inflicted by United States armed forces personnel.
  8. It shall be a federal offense to purposefully destroy a United States military identification card (ID), in order to prohibited the U.S. Military Brat from gaining rightful access to the U.S. military base. This offense shall be punishable by law.
  9. The Department of Defense shall provide assistance with the transfer of records.
  10. The Department of Defense shall provide educational assistance for the U.S. Military Brat transferring from overseas schools to the United States school system. It shall be the responsibility of the Department of Defense to make certain school records are transferred to the appropriate school, translated, and safely stored to prevent loss of data.
  11. The Department of Defense shall provide assistance to the U.S. Military Brat in preparing him/her for civilian life.
  12. There shall be preferential selection for those U.S. Military Brats wanting to join the U.S. military, Department of Defense and other government agencies.
  13. These rights and entitlements shall be clearly stated. Failure to comply shall be punishable by law.
  14. A 800 hot line number must be established that the U.S Military Brat could call and request help regardless of where the United States military base is located.
  15. A 800 suicide hot line number for the U.S. Military Brat must be established. Similar to the Veterans suicide hot line. The U.S. Military Brat shall be considered born in "service" to the United States if the birth occurs while one or both parents are serving in the United States Armed Forces.
  16.  The U.S. Military Brat shall be considered a United States citizen if born overseas in the "service" of United States of America. The U.S. Military Brats shall also be considered "natural" born if born overseas, if born in the "service" of the United States.
  17.  The U.S. Military Brat shall be considered born in service to the United States of America if at his/her birth one or both parent(s) are in active service in one of the Armed Forces of the Untied States of America.
